Tacit knowledge is defined as informal, unspoken, and experiential insights that reside within individuals' minds, representing a valuable form of knowledge that is challenging to document and transfer.
Michael Polanyi described tacit knowledge as knowing more than we can tell, or knowing how to do something without thinking about it, like riding a bicycle (Polanyi, 1967, quoted in Smith, 2001). According to Smith (2001), it is “practical, action-oriented knowledge or ‘know-how’ based on practice, acquired by personal experience, seldom expressed openly, often resembles intuition” (p. 314). So tacit knowledge is a kind of personal knowledge that is learned by members of an organization through experience and learning by doing, and is used to perform their work. It contains mental models, perceptions, insights, assumptions, personal beliefs, subjective insights, intuitions, instinct, and values. Since tacit knowledge is embedded in the minds of individuals in the form of their experience and competence, it is very difficult (not impossible) to codify and transfer to others. In the words of Nonaka (1991), “tacit knowledge is highly personal. It is hard to formalize and, therefore, difficult to communicate to others” (p. 98). Tacit knowledge can sometimes be communicated through a shared understanding between individuals. In other cases, tacit knowledge must be converted into explicit knowledge (ie, words, models, or numbers that can be understood) before sharing or communicating it to others (Becerra-Fernandez and Sabherwal, 2006). There are two dimensions of tacit knowledge as described by Smith (2001), the technical dimension and the cognitive dimension:
1.
The technical dimension of tacit knowledge encompasses the kind of informal and personal skills often captured in terms of “know-how”. This know-how is demonstrated when people master a specific body of knowledge or use skills like those gradually developed by master craftsmen. A craftsman develops a wealth of expertise after years of experience. But he often has difficulty articulating the technical or scientific principles of his or her craft. Thus highly subjective and personal insights, intuitions, hunches, and inspirations derived from a person's experience fall within the technical dimension of tacit knowledge.
2.
The cognitive dimension of tacit knowledge consists of beliefs, perceptions, ideals, values, emotions, and implicit mental models so ingrained they are taken for granted (Sternberg, 1997). Cognitive tacit knowledge is deeply embedded in the human brain and therefore cannot be articulated very easily. Although not completely expressible in words or symbols, it may be communicated or revealed to others through rich modes of discourse that include the use of metaphors, analogies, demonstrations, mentoring, and stories.
Wijetunge (2002) classified the tacit knowledge of a university into two categories: internal tacit knowledge and external tacit knowledge. Internal tacit knowledge consists of senior and experienced employees with a sound knowledge of work procedures, rules and regulations, etc. and the unarticulated knowledge of the librarians themselves. External tacit knowledge consists of personnel external to the university with expert knowledge, that is, service personnel, subject experts, and any other person who provides expertise to university libraries.
Bedford et al. (2015) discuss a library’s tacit knowledge that takes the form of intellectual assets, which they define as “an aggregation of the intellectual capital of all of its employees.” It consists of answers to questions, knowledge of sources, knowledge of subject domains, knowledge of information behaviors, knowledge of the publishing industry, foresight, etc.
Understanding what tacit knowledge隐性知识 is, and particularly how the concept is used, is important for philosophers of technology because it is now a central concept in policy discussions related to engineering. It is used to explain why knowledge production is localized, cumulative and path-dependent, and therefore why designers, design teams, firms and regions differ in their technological performance. Given the impact of public policy related to the “knowledge economy,” there is a legitimate role for philosophers of technology to investigate the foundations of these ideas in more detail. This is particularly important because the terminology of tacit knowledge is applied very widely, but is rarely explicitly explained. Just what tacit knowledge is, and how it is valuable during the development of technology, is often itself a “tacit” concept. This chapter defines engineering as the art of organizing and negotiating the design, production, operation and decommissioning of artefacts, devices, systems and processes that fulfill useful functions by transforming the world to solve recognized problems. This hopefully highlights the practical, creative nature of engineering, with a clear connection to judgments and choices about solutions that achieve a balance between potentially conflicting outcomes in terms of their aesthetic, economic, environmental, technical and other criteria.
Knowledge in an organization is classified either as explicit or tacit knowledge. Explicit knowledge is defined as formal and systematic knowledge, which can be expressed in words or numbers and can be documented or stored in databases as electronic records. Some examples of explicit knowledge include commercial publications, a telephone directory, e-mail, the web, databases, intranets, self study material, instruction manuals, and reports of research findings. Tacit knowledge is subjective and experience-based knowledge which is difficult to articulate or write down and communicate (Nonaka and Takeuchi, 1995). Some examples of tacit knowledge are skills, experiences, insights, intuitions, and judgments. Tacit knowledge can be shared between people through face-to-face communications, telephone conversations, e-mails, discussions in formal and informal meetings, communities of practice, mentoring and training, and personal interactions.
Wijetunge (2002) identified four types of knowledge in a library system:
1.
Internal tacit knowledge, which consists of senior and experienced employees with a sound knowledge of work procedures, rules and regulations, etc. and the unarticulated knowledge of the librarians themselves.
2.
Internal explicit knowledge, which consists of reports, guidelines, theses, databases, minutes of meetings, and any other type of tangible knowledge content generated within a university.
3.
External explicit knowledge, which consists of tangible material in the form of books, journals, reports, CD/ROMs, and any other media, produced outside a university.
4.
External tacit knowledge, which consists of personnel external to a university with expertise knowledge, ie, service personnel, subject experts, and any other person who provides expertise to university libraries.
In libraries, explicit knowledge is either created within the organization, such as reports, memos, policies and guidelines, working process, theses, minutes of meetings, etc., or acquired from external sources, including books, journal articles, databases, external reports, government information, etc. Tacit knowledge, on the other hand, resides in senior and experienced employees with a sound knowledge of work procedures, rules and regulations, etc. and the unarticulated knowledge of the librarians themselves (Wijetunge, 2002). Both types of knowledge (explicit and tacit) are recognized as the key knowledge resources of a university or library that is managed properly (Ajiferuke, 2003).
An infrastructure is essential for bringing explicit knowledge and tacit knowledge together and making KM efforts successful. According to Srikantaiah (2000), this infrastructure may include:
[…] simple or sophisticated information technology, top management support, social capital, and a basis of trust, mentoring, benchmarking, training, and employee development, along with the allocation of sufficient budget to invest in KM initiatives (p. 11).
The terms tacit隐性 and explicit显性 are often used when talking about knowledge. The original author, Polyani (1966),4 used these terms to define ‘unable to be expressed’ and ‘able to be expressed’ respectively. Thus, in the original usage, tacit knowledge means knowledge held instinctively, in the unconscious mind and in the muscle memory, which cannot be transferred into words. Knowledge of how to ride a bicycle, for example, is tacit knowledge, as it is almost impossible to explain verbally.
Following the seminal text by Nonaka and Takeuchi (1995)5 these original definitions have become blurred, and tacit and explicit are often used to describe ‘knowledge which has not been codified’ and ‘knowledge which has been codified’ (or ‘head knowledge’ and ‘recorded knowledge’ respectively). This latter definition is a more useful one in the context of knowledge management知识管理 within organisations, as it defines knowledge based on where it exists, rather than on its intrinsic codifiability. So, knowledge that exists only in people’s heads is often termed 因此,仅存在于人们头脑中的知识通常被称为tacit knowledge,隐性知识, and knowledge that has been recorded somewhere is termed explicit knowledge. Knowledge can therefore be transferred from tacit to explicit, according to Nonaka and Takeuchi.
There is a wide range of types of knowledge, from easily codifiable to completely uncodifiable. Some know-how, such as how to cook a pizza, can be codified and written down; indeed, most households contain codified cooking knowledge (cookery books). Other know-how, such as how to whistle or how to dance the tango, cannot be codified, and there would be no point in trying to teach someone to dance by giving them a book on the subject.
Sales and marketing knowledge comprises a wide range of codifiability. Some of it can never be fully written down, e.g. how to establish a lasting relationship with a client, and must be transferred through coaching and role-play, while some of it can be easily codified into company guidelines.
2.1.1 Tacit Versus Explicit Knowledge2.1.1
According to Polanyi (1966)波兰尼(Polanyi, 1966)tacit knowledge is nonverbalized, intuitive, and unarticulated knowledge. It is knowledge that resides in a human 它是存在于人类brain大脑 and that cannot easily be codified or captured. Nevertheless it is one of the aims of the field of artificial intelligence人工智能, and in particular of expert systems专家系统, to include exactly this kind of knowledge. Explicit knowledge is that kind of knowledge that can be articulated in a formal language and transmitted among individuals. It is the kind of knowledge found in all types of scientific publications.
Using ideas and notions developed by Michael Polanyi [1958波兰尼 [1958; 19661966], some authors have emphasized the importance of tacit knowledge in engineering and technol-ogy.],一些作者强调了隐性知识在工程和技术中的重要性。19 They have argued, or stated, that part of the knowledge produced by technological practice is hard or even impossible to make fully explicit in declarative statements, but can only be acquired through personal experience. Some make tacitness part of their characterization of technological knowledge, e.g.: “(…) the knowledge of techniques, methods and designs that work in certain ways and with certain consequences, even when one cannot explain exactly why.” [Rosenberg, 1982, p. 143Rosenberg, 1982, p. 143] Others use technological practice to characterize tacit knowledge, e.g.: “(…) the implicit, wordless, pictureless knowledge essential to engineering judgement and workers’, skills.” [Vincenti, 1990, p. 198]
This emphasis on tacit knowledge is not exclusive to the philosophy of technology. In fact, most work on tacit knowledge and technology is done outside of philosophy. One field where this relation is especially prominent is that of knowledge management, where the communication and sharing of knowledge is a central concern (e.g., [这种对隐性知识的强调并非技术哲学所独有。 知识管理是这一关系尤为突出的领域之一,知识的交流与共享是其核心关注点(例如,[Nonaka and Takeuchi, 1995Nonaka and Takeuchi, 1995; Choo, 1998Choo, 1998; Baumard, 1999Baumard, 1999; Firestone and McElroy, 2003Firestone and McElroy, 2003]). Other fields where tacit knowledge is an important point of concern are the design of expert systems (e.g., [Berry, 1987Berry, 1987]) and studies of technological innovations and technology transfer (e.g., [Nooteboom et al.等, 1992Nooteboom et al., 1992; Senker, 1993Senker, 1993; Howells, 1996Howells, 1996; Leonard & Sensiper, 1998Leonard & Sensiper, 1998; Nightingale, 1998Nightingale, 1998; Wong and Radcliffe, 2000Wong and Radcliffe, 2000; Salter & Gann, 2003Salter & Gann, 2003]). Here, the appeal to tacit knowledge is typically used to indicate the firm-specificity and person-dependence of knowledge. It is stressed, for instance, that successful implementation of new technologies requires detailed and specific knowledge about a particular situation, which is — at least at first — only available through personal experience and rules of thumb (e.g., [Arora, 1996Arora, 1996]). Other authors point out that, although codified and explicit knowledge is available for more established technologies, effective use still relies on skilled operators and maintenance personnel, arguably showing that there is an irreducibly tacit component in technological knowledge (e.g., [Noble, 1978Noble, 1978]).
That即 many contributions to the literature on technological knowledge appeal to tacitness is beyond question; moreover, most do so by pointing out that it has been generally overlooked, because of an exclusive focus on codified knowledge, and that it is essential to a full account of knowledge. Thus, the existing literature seems based on the idea that there is something distinctive about tacit knowledge, and perhaps also something distinctively tacit about technological knowledge. This makes the appeal to tacit knowledge potentially interesting for the epistemic-emancipation project. Yet to see how and to what extent the appeal to tacit knowledge could improve our understanding of the nature of technological knowledge, and emancipate it from scientific knowledge, two questions need to be answered. Firstly: what is the relation between tacit and technological knowledge? Secondly: is the tacitness of technological knowledge more prominent or encompassing than that of other types of knowledge?
Insofar as these questions have (implicitly) been answered in the literature, the answer to the crucial second question appears to be negative. Let us tackle them each in turn.
Virtually everyone who writes on tacit knowledge, even those who do not ultimately use the term, agrees about one conceptual issue — that there is something about human knowledge that standard, justified-true-belief or propositional, accounts do not capture. Beyond this stage, however, there is considerable disunity about the appropriate concepts, concerning both the phenomenon of “tacitness” and the standard view(s) with which it supposedly contrasts. At least three distinctions are at issue in the literature. These distinctions are related, but different, and they are seldom distinguished as carefully as they should be. Firstly, there is, what might be called, the psychological心理学 distinction between implicit and explicit knowledge (e.g., [Dienes and Perner, 1999Dienes and Perner, 1999]; see also [Reber, 1993Reber, 1993]).20 One way to phrase this distinction is as follows: when we know a fact, we have an accurate representation of it. On the basis of its functioning and its accuracy, this representation may be identified as “knowledge” (rather than a desire). If we are not aware of this representation, and its accuracy, the knowledge is implicit. By contrast, our knowledge concerning this representation is fully explicit. Phrased in this way, the psychological distinction is gradual, and all distinguished states involve representations. Secondly, there is a grammatical语法 or linguistic语言 distinction between two types of statements involving ‘knowing’: knowing that something is the case, and knowing how something can be done. This distinction is, of course, primarily associated with work by Gilbert Ryle [1949]Ryle [1949], and it is clearly language-relative. In some languages, like German and Dutch, this distinction is expressed by means of similar-sounding words (“kennen’, as in ‘Ich kenne Der Zauberberg《魔山》(Der Zauberberg) nicht‘; and ‘können’, as in ‘Ich kann Schlittschuhlaufen’, respectively) rather than one word; other languages may even use completely different words. Thirdly, types of knowledge may be distinguished social-epistemically社会认识论, with regard to their communicability: knowledge that can be transferred exclusively through verbal communication, and knowledge that is not or cannot be so transferred — for instance, because it can only be acquired through personal experience. I will call the first type ‘verbal’, knowledge, and the second ‘non-verbal’.
When introduced, the term “tacit knowledge” is typically used in the latter sense. However, the interconnections with Ryle's primarily grammatical distinction are particularly strong in the philosophical literature, so that the actual use of “tacit knowledge” is at least ambiguous in this respect. Even authors who do not explicitly refer to Ryle often use terminology reminiscent of his, and refer to the same stock examples, e.g., of riding a bicycle. Furthermore, connections are forged with the (folk-) psychological distinction between knowledge and skills. This is frequently equated with Ryle's distinction, and “tacit knowledge” is taken to refer to skills and “know-how”. Much more may be said about this, but I will cut some corners in calling this distinction a red herring. The reason is that, as soon as the unicity and autonomy自主性 of technological knowledge is sought by assimilating it to skills, the epistemic-emancipation project becomes open to the objection that it is based on a category mistake. After all, if skills are 毕竟,如果技能是contrasted对比 with knowledge, and the difference between technology and science is based on this contrast, the sought (and perhaps found) difference cannot be epistemological: it is not a distinction between types of knowledge, but between knowledge and something else, e.g., action.
Thus, the frequent appeals to tacitness, and discussions of this phenomenon with regard to technology, suffer from multiple ambiguities in the very notion of “tacit knowledge”, which affect its usefulness for the epistemic-emancipation project.
One may think that, while these ambiguities are being sorted out, a preliminary epistemological distinction may be made between fully explicit, propositional, verbal knowledge on the one hand, and the overlooked “tacitness” phenomenon on the other hand. This would, however, be naive, since a major epistemological distinction is concealed beneath the conceptual distinctions.21人们可能认为,在理清这些模糊性的同时,可以在一方面是完全显性的、命题性的、言语性的知识,与另一方面被忽视的“隐性”现象之间做出初步的认识论区分。
One possible understanding of tacit knowledge is as a supplement补充 of the traditionally analyzed body of propositional knowledge. The associations with Ryle's sharp grammatical distinction, and with the knowledge-skill distinction facilitate this understanding. From a psychological perspective, this understanding is highly problematic: one may think up all kinds of cognitive processes认知过程 that share characteristics of both types of knowledge, undermining the idea of supplementary, but autonomous bodies of knowledge. The internalization内化 of calculation rules is, for instance, a process that shows how explicit, and highly verbalized procedures can turn into implicit routines through frequent exercise. This does not mean that the distinction is conceptually indefensible, but it does not have the immediate plausibility合理性 of Polanyi's original appeal to tacitness. Moreover, this understanding has the disadvantage of inviting the category-mistake objection mentioned above: if tacit knowledge is this skill-based supplement to propositional knowledge, why call it “knowledge” at all?
Therefore, some psychologists — and researchers in other disciplines who take psychological studies into account — prefer another understanding of the appeal to tacitness (e.g., [Wagner, 1987Wagner, 1987]). On it, our body of knowledge contains a tacit element, in all senses distinguished above: explicit knowledge must be based on implicit knowledge, which is at least conceptually prior; knowledge-that always involves knowing-how, since it involves, among other things, competence in reasoning; and verbal knowledge presupposes non-verbal knowledge, if only in the trivial sense that we cannot make fully explicit our speech patterns, including rules for appropriate utterances and other pragmatic aspects of language. Some passages in the writings of both Ryle and Polanyi suggest this understanding of tacitness — as a general aspect, component or ‘dimension’, of knowledge. And although this view requires substantial elaboration, it does not have the above-mentioned disadvantages of the first understanding. Gradualism渐进性 can be captured by analyzing knowledge as having a more or less prominent tacit component; and since tacitness is an integral part of all knowledge, it is an appropriate subject for epistemology.]。
This understanding of tacit knowledge answers the two questions posed earlier. Firstly, technological knowledge may be said to have a strong relation to tacit-ness. Both the knowledge possessed by designers and that possessed by users, and even the more theoretical models of engineering sciences involve a tacit component. Indeed, some examples in the general literature on tacit knowledge, such as Ryle's bicycle riding, are derived from the technological domain broadly conceived (albeit mainly from the user's perspective); and both design and use are clearly competence-based activities, easily described in terms of knowing-how. That they also involve knowing-that, and can in various degrees be verbalized does not run counter to the appeal to tacitness in this sense.22这种对隐性知识的理解回答了之前提出的两个问题。
However, on this understanding of tacitness, there is almost by definition no special特殊 relation between it and technological knowledge. If the arguments of Ryle and Polanyi are sound, they would show that all knowledge contains a tacit component. And their general arguments have been supported by a host of more specific studies in cognitive psychology认知心理学 (e.g., [它与技术知识之间的关系。 而且他们的普遍论点得到了认知心理学(例如,[Reber, 1993]) and the epistemology of science. Like engineers, scientists are said to rely on rules of thumb in designing experiments and interpreting data, and to require personal experience in addition to theoretical education (e.g., [Collins, 1973Collins, 1973, 19821982; Senker, 1993; Sternberg and Horvath, 1999Sternberg and Horvath, 1999]). The works of Donald Schön [1983Schön [1983; 19881988] also illustrate this generality. Some of Schön's examples are drawn from domains that might be called technological; and he often phrases his general claims by referring to “technical” problems or “design” contexts.23 Yet Schön's claims regarding the importance of personal experience and improvisation concern professional practice in general, not engineering design in particular.
In sum, the literature on tacitness in technological knowledge shows a lack of conceptual clarity. Furthermore, insofar as clarity can be obtained, appealing to tacitness does not further the end of epistemic emancipation. Instead, it increases the burden of proof resting on those who want to establish emancipation through pointing out the role of tacit knowledge in technology: rather than showing that such knowledge plays a role, they should show that it plays a distinctive独特 role.
Categories of Knowledge Assets in a Library
One of the important functions of KM is to identify the different types of knowledge in an organization and to develop a strategy to apply that knowledge into practice to maximize its strategic value. Over the centuries many attempts have been made to classify knowledge. However, different fields have focused on different dimensions of knowledge. This has resulted in numerous classifications and distinctions based on philosophy and even religion (Frost, 2010Frost, 2010). The literature includes numerous typologies of knowledge, including: scientific and practical knowledge (Hayek, 1945Hayek, 1945); objective knowledge and knowledge based on experiences (Penrose, 1959Penrose, 1959); declarative and procedural knowledge (Winter, 1987Winter, 1987); incorporated, migratory, embedded, and codified knowledge编码知识 ();整合的、迁移的、嵌入的和编码的知识(Zuboff, 1988; Badaracco, 1991; Blacker, 1993Zuboff, 1988; Badaracco, 1991; Blacker, 1993); tacit, explicit, and cultural knowledge文化知识 ();隐性知识、显性知识和文化知识(Choo, 2000Choo, 2000); personal, proprietary, public knowledge, and common sense常识 ();个人知识、专有知识、公共知识和常识(Boisot, 1998Boisot, 1998); and core, advanced, and innovative knowledge (Zack, 1999Zack, 1999).
One of the most cited theories of knowledge classification in the KM literature is one that distinguishes knowledge either as tacit or explicit. The concept of tacit and explicit knowledge was first introduced by Michael Polanyi in 1962, and was later adopted and elaborated by Nonaka (1991)野中郁次郎(1991) and Nonaka and Takeuchi (1995)野中郁次郎和竹内弘高(1995). One of the fundamental steps in KM is to define and identify what are the key knowledge assets that need to be managed in an organization. In order to manage knowledge, it is essential to understand the nature of different types of knowledge assets in an academic library学术图书馆. Knowledge in academic libraries学术图书馆 may me classified into four categories: tacit knowledge, explicit knowledge, procedural knowledge, and cultural knowledge.。
Tacit Knowledge
Michael Polanyi described tacit knowledge as knowing more than we can tell, or knowing how to do something without thinking about it, like riding a bicycle (Polanyi, 1967Polanyi, 1967, quoted in Smith, 2001Smith, 2001). According to Smith (2001)Smith (2001), it is “practical, action-oriented knowledge or ‘know-how’ based on practice, acquired by personal experience, seldom expressed openly, often resembles intuition” (p. 314). So tacit knowledge is a kind of personal knowledge that is learned by members of an organization through experience and learning by doing在实践中学习, and is used to perform their work. It contains mental models, perceptions, insights, assumptions, personal beliefs个人信念, subjective insights, intuitions, instinct, and values. Since tacit knowledge is embedded in the minds of individuals in the form of their experience and competence, it is very difficult (not impossible) to codify and transfer to others. Nonaka (1991), “tacit knowledge is highly personal. It is hard to formalize and, therefore, difficult to communicate to others” (p. 98). Tacit knowledge隐性知识 can sometimes be communicated through a shared understanding between individuals. In other cases, tacit knowledge must be converted into explicit knowledge (ie, words, models, or numbers that can be understood) before sharing or communicating it to others (,“隐性知识具有高度的个人性。 There are two dimensions of tacit knowledge as described by Smith (2001), the technical dimension and the cognitive dimension:迈克尔·波兰尼(Michael Polanyi)将隐性知识描述为“我们知道的远比我们能表达的多”,或者指无需思考即可完成某事的能力,例如骑自行车(Polanyi, 1967, 转引自 Smith, 2001)。
Wijetunge (2002)Wijetunge (2002) classified the tacit knowledge of a university into two categories: internal tacit knowledge and external tacit knowledge.
Explicit Knowledge
Explicit knowledge is defined by Choo (2000)Choo (2000) as “knowledge that is expressed formally using a system of symbols, and can therefore be easily communicated or diffused.” It is codified and digitized in books, documents, reports, spreadsheets, white papers, memos, training courses, and the like. Unlike tacit knowledge, explicit knowledge is formal and systematic, and therefore it can easily be retrieved, communicated, and shared through print, electronic, and other formal means. It is a type of academic knowledge that may be acquired through formal education or structured study. Since explicit knowledge is formal and systematic, it is described in formal languages, like manuals, mechanical expressions, copyright, and patents; it is codified and stored in documents, databases, and web pages; and it is retrieved with the help of high-quality, reliable, fast However, the process of sharing explicit knowledge requires monetary investment for the development of an information technology infrastructure.
Choo (2000) distinguishes explicit knowledge either as object-based or rule-based. Object-based knowledge is found in artifacts such as products, patents, software code, computer databases, technical drawings, tools, prototypes, photographs, voice recordings, films, and so on. Object-based knowledge is represented by strings of symbols (words, numbers, formulas), or is embodied in physical entities (equipment, models, substances).Choo
Rule-based knowledge is codified into rules, routines, or operating procedures操作程序. A substantial part of an organization’s operational knowledge about how to do things is contained in its rules, routines, and procedures.
An organization’s explicit knowledge also takes the form of intellectual assets which, according to Patrick Sullivan, are “the codified, tangible, or physical descriptions of specific knowledge to which the company can assert ownership rights. Any piece of knowledge that becomes defined usually by being written down or entered into a computer qualifies as an intellectual asset and can be protected. Intellectual assets are the source of innovation that the firm commercializes” (Sullivan, 1998, p. 23Sullivan, 1998, 第23页, cited in Choo, 2000).
Explicit knowledge codified as intellectual assets is valuable to an organization because it adds to the organization’s observable and tradeable stocks of knowledge (Choo, 2000). After codification, explicit knowledge assets can be reused to solve many similar types of problems or connect people with valuable, reusable knowledge. Once explicit knowledge is codified, it remains with the organization even after its inventors or authors leave the organization. Explicit knowledge serves three important purposes in an organization, as explained by Choo (2000):编纂为智力资产的显性知识对组织很有价值,因为它增加了组织可观察和可交易的知识储备(Choo, 2000)。
•
it encodes past learning in artifacts and rules;
它将过去的学习编码在人工制品和规则中;
•
it facilitates coordination between disparate activities and functions in the organization; and
•
it signifies technical skill and procedural rationality, and so helps the organization to present a self-image of competence, legitimacy, and accountability.
Bedford et al. (2015) observed that “explicit and encoded resources that libraries manage fall into the explicit knowledge category知识类别 in the intellectual capital profile of their authors or creators” (p. 83). A library’s explicit knowledge includes collection development policies发展政策, collection guides, conference proceedings, formal educational credentials教育证书, frequently asked questions, information standards, presentations, professional publications, reading lists, webinars, and workshops. Wijetunge (2002) identified two types of explicit knowledge in an academic institution: internal explicit knowledge and external explicit knowledge. Internal explicit knowledge consists of reports, guidelines, theses, databases, minutes of meetings, and any other type of tangible knowledge containers generated within the university. External explicit knowledge encompasses tangible material in the form of books, journals, reports, CD-ROMs, and any other media produced outside the university.
Procedural Knowledge
Procedural knowledge is defined as “an understanding of how to do a task or carry out a procedure” (Awad and Ghaziri, 2004, p. 68Awad and Ghaziri, 2004, 第68页). It consists of step-by-step procedures for handling various tasks or explaining various occurrences. Procedural knowledge is contained in the application of a procedure and it is reflected in manual, cognitive, and mental skills. Procedural knowledge usually involves psychomotor skills such as holding on to a handrail while riding an escalator. However, some procedural knowledge is not psychomotor. Examples of procedural knowledge in the context of a library include acquisitions and selection knowledge, budgeting knowledge, cataloging knowledge, circulation knowledge, facilities management knowledge, information-finding strategies, knowledge of information sources信息源, literacy training knowledge, personnel management knowledge, etc.)。
Cultural Knowledge
Davenport and Prusak (2000)Davenport 和 Prusak (2000) emphasized that, for a KM system知识管理系统 to be successful, it is critical to have a knowledge-oriented culture; that is, a culture that encourages and rewards knowledge sharing. The cultural knowledge of an organization consists of the beliefs that are held to be true based on experience, observation, and reflection about itself and its environment (Choo, 2000). An organization, over time, develops shared beliefs about the nature of its main business, core capabilities, markets, competitors, and so on. These beliefs are used as criteria for judging and selecting alternatives and new ideas, and for evaluating projects and proposals. Cultural knowledge文化知识 is used in an organization to answer questions such as “What kind of an organization are we?,” “What knowledge would be valuable to the organization?,” and “What knowledge would be worth pursuing?” The answers in turn depend on shared assumptions and beliefs about what business the organization is in, what its core competencies核心竞争力 are, and how it wants to grow over time ()。
Leonard (1995)Leonard (1995) describes how organizations supply and sustain values and norms that “determine what kinds of knowledge are sought and nurtured, what kinds of knowledge-building activities are tolerated and encouraged” (cited in Choo, 2000). Although cultural knowledge is not written down (but is conveyed in stories, histories, and reward or evaluation systems), it remains with the organization through employee changes and staff turnover. Cultural knowledge in a library includes collaborative, community-oriented, fair rewards and recognitions, service orientation and attitude, learning culture, mentoring and coaching culture, open-mindedness, being open to different types of learning experiences学习经验, being open to experimentation, and a strong community culture ()。
To make KM efforts successful, it is important to differentiate between information and knowledge.
Not all information is knowledge. Information cannot become knowledge until it is analyzed and acted upon, and it will only be acted upon in the right organizational culture. While most organizations and employees suffer from information overload, they do not suffer from knowledge overload. On the contrary, there is a dearth of knowledge. One of the biggest challenges of KM lies in being able to make sense of the mountains of information, sifting out valuable information, and sharing it.
Academic libraries学术图书馆 have different types of knowledge: tacit, explicit, procedural, and cultural. In libraries, tacit knowledge resides in senior and experienced employees with a sound knowledge of information resources, work procedures, rules and regulations, etc. and the unarticulated knowledge contained in the librarians themselves. All categories of knowledge are considered as the key knowledge assets of an academic library which should be managed properly. KM provides academic libraries with an enormous opportunity to improve their effectiveness, both for themselves and their parent institutions. Librarians in academic libraries can adopt KM practice as a way to expand the library’s role in areas such as administration or support services, where libraries have had little impact in the past. IT serves as a tool to help with capturing, organizing, sharing, and applying knowledge. An open favorable culture that encourages sharing of ideas and best practices and the transfer of knowledge is a critical enabler of KM.
According to Polanyi (1966)tacit knowledge is nonverbalized, intuitive, and unarticulated knowledge. It is knowledge that resides in a human brain and that cannot easily be codified or captured. Nevertheless it is one of the aims of the field of artificial intelligence, and in particular of expert systems, to include exactly this kind of knowledge. Explicit knowledge is that kind of knowledge that can be articulated in a formal language and transmitted among individuals. It is the kind of knowledge found in all types of scientific publications.
This Subsection is largely based on information from Wikipedia: http://en.wikipedia.org/wiki/Sciencehttp://en.wikipedia.org/wiki/Science. Persons who spend their professional time doing science are called scientists or researchers. Note that here and further on in this work the word “science” refers not only to the natural and biomedical sciences, but also to applied science (engineering), the social sciences, and the humanities. Outsiders may ask: Why do research, why publish research results研究成果? Is it for the benefit of humanity, out of curiosity, to increase one’s social standing, to have an attractive and respected occupation, or in pursuit of recognition? We do not try to answer these questions as the answers are highly personal. Some may even do research in the secret hope of becoming famous like Einstein. However, getting rich is rarely a motivation for doing academic research.
Whatever one’s field of inquiry one always has to deal with the “problem choice” the issue of choosing “good” research problems among a large amount of possibly interesting ones. Which criteria should one use to solve this question? Probably there is no general answer and being able to choose an interesting and soluble problem is just one of the characteristics that differentiates great scientists from good scientists.
Science is commonly viewed as an activity that leads to the accumulation of knowledge. Its main aim is to improve the knowledge of humanity by using scientific methods. The scientific method seeks to explain the events of nature in a logical and in most cases reproducible way (lab experiments must be reproducible but, e.g., the Big Bang is not). The use of such methods distinguishes a scientific approach from, for instance, a religious one, as supernatural explanations are never accepted in science.
Science can be described as a systematic endeavor to build and organize knowledge. Yet, performing scientific investigations differs in an essential way from following a recipe. It requires intelligence, imagination, and creativity. Research implies an inquiry process, including a problem statement, consideration of the significance of the problem, statement of the study objectives, research design, a clear and precise methodology, information about the reliability and validity of the results, appropriate data analysis, as well as a clear and logical presentation (Hernon & Schwartz, 2002Hernon & Schwartz, 2002).
Scientific investigations can be subdivided into different types. One distinction is between formal and empirical sciences. Formal sciences are not based on observations, but on logic and a set of axioms from which other statements (theorems) are deduced. The most important formal sciences are logic and mathematics, but theoretical computer science理论计算机科学 and formal linguistics形式语言学 are formal sciences as well. Most sciences are empirical sciences, including natural sciences, social sciences, and the humanities. While natural sciences study the material world and natural phenomena, the social sciences and the humanities investigate human behavior and societies. Being a scientist in the natural sciences usually leads to formulating testable explanations and predictions about the universe, followed 成为自然科学领域的科学家通常会导致制定关于宇宙的可检验解释和预测,随后by performing the actual experiments or trying to observe the expected phenomena (see further on when we discuss the work of Popper). Yet, there are exceptions such as large parts of cosmology or elementary particle physics (e.g., string theory) (Woit, 2006Woit, 2006) for which there do not (yet) exist experiments. One may say that such theories belong to a region that is part of the formal sciences, but are geared towards becoming empirical theories.
Disciplines that use science, like engineering and medicine, are referred to as applied sciences. Different engineering fields apply physics and chemistry (and possibly other fields), while medicine applies biology. Some applied fields use basic knowledge from different fields, including the formal sciences, such as genetic epidemiology which uses both biological and statistical methods, or synthetic biology合成生物学 which applies, among others, biotechnology and computer engineering.
Another way of describing science is through Stokes’ classification which involves Pasteur’s quadrant (Stokes, 1997Stokes, 1997). Pasteur’s quadrant is a label given to a class of scientific research methods that seek fundamental understanding of scientific problems, and, at the same time, seek to be eventually beneficial to society. Louis Pasteur’s research is thought to exemplify this type of method, which bridges the gap between “basic” and “applied” research. The term Pasteur’s quadrant was introduced by Donald Stokes in his book with the same title (Stokes, 1997). As shown in Table 2.1表 2.1, scientific research can be classified according to whether it advances human knowledge人类知识 by seeking a fundamental understanding of nature (basic research), or whether it is primarily motivated by the need to solve immediate problems (applied research).,科学研究可以根据它是通过寻求对自然的基本理解来推进人类知识(基础研究),还是主要出于解决紧迫问题的需要(应用研究)来进行分类。

The result is three distinct classes of research. Pure basic research (exemplified by the work of the atomic physicist Niels Bohr), pure applied research (exemplified by the work of the inventor Thomas Edison), and use-inspired basic research (exemplified by the work of Louis Pasteur). Actions that involve neither a search for fundamental understanding nor any considerations of use, can hardly be called “research”—hence the empty fourth cell.
Project leaders with a mindset思维模式 belonging to the Pasteur quadrant are said to be the natural leaders of successful interdisciplinary work (具有巴斯德象限思维模式的项目负责人被认为是成功跨学科工作的天然领导者(Van Rijnsoever & Hessels, 2011Van Rijnsoever & Hessels, 2011).
As we will occasionally refer to the nature of the scientific method we include a short description of the ideas of Karl Popper and Thomas Kuhn. According to Popper (1959)波普尔(Popper, 1959) a scientific theory in the natural sciences must be empirical, which means that it is falsifiable可证伪. More concretely, a scientific theory leads to predictions. Falsification occurs when such a prediction (i.e., a logical consequence of the theory) is disproved either through observation of natural phenomena, or through experimentation i.e., trying to simulate natural events under controlled conditions, as appropriate to the discipline. In the observational sciences, such as astronomy or geology地质学, a predicted observation might take the place of a controlled experiment. Popper stressed that if one singular conclusion of a theory is falsified the whole theory is falsified and must be discarded, or at least modified. If the hypothesis survived repeated testing, it may become adopted into the framework of a scientific theory. Yet, he writes:。
A positive decision can only temporarily support the theory, for subsequent negative decisions may always overthrow it. So long as a theory withstands detailed and severe tests and it is not superseded by another theory in the course of scientific progress, we may say that is has “proved its mettle” or that it is “corroborated” by past experience.
In addition to testing hypotheses, scientists may also generate a model based on observed phenomena. This is an attempt to describe or depict a phenomenon in terms of a logical, physical or mathematical representation and to generate new hypotheses that can be tested. While performing experiments to test hypotheses, scientists may have a preference for one outcome over another (called a confirmation bias), and so it is important to ensure that science as a whole can eliminate this bias. After the results of an experiment are announced or published, it is normal practice for independent researchers to double-check how the research was performed, and to follow up by performing similar experiments i.e., to replicate the original experiments. Taken in its entirety, the scientific method allows for highly creative problem solving (Gattei, 2009Gattei, 2009).
Another important aspect of Popper’s philosophy, is his theory of the three worlds or universes:
First, the world of physical objects or of physical states, secondly, the world of states of consciousness, or of mental states, or perhaps of behavioural dispositions to act, and thirdly, the world of objective contents of thought, especially of scientific or poetic thoughts and works of art.
Clearly the information sciences reflect on objects belonging to World 3. More information on the life and ideas of Popper can be found in Stokes, 1998Stokes, 1998.
When it comes to the nature of the scientific method, we also want to mention Thomas Kuhn’s work (Kuhn, 1962Kuhn, 1962) and his use of the term paradigm范式. A paradigm can be described as “a typical example or pattern of something” (http://www.merriam-webster.com/http://www.merriam-webster.com/). Yet, when scientists use the word paradigm they mostly have in mind the set of practices that define a scientific discipline科学学科 at a particular period of time, as proposed by Kuhn. More precisely in )。 更准确地说,在The Structure of 《科学革命的Scientific Revolutions结构》《科学革命的结构》 (Kuhn, 1962) he defines scientific paradigms as: “universally recognized scientific achievements that, for a time, provide model problems and solutions for a community of practitioners. Kuhn saw the sciences as going through alternating periods of normal science, when an existing model of reality dominates, and revolution, when the model of reality itself undergoes a sudden drastic change. Paradigms have two aspects. Firstly, within normal science, the term refers to the set of exemplary experiments that are likely to be copied or emulated. (https://en.wikipedia.org/wiki/Paradigmhttps://en.wikipedia.org/wiki/Paradigm). The choice of exemplars is a specific way of viewing reality: this view and the status of “exemplar” are mutually reinforcing. Secondly, underpinning this set of exemplars are shared preconceptions, made prior to (and conditioning) the collection of scientific evidence. In contrast to Popper, results in conflict with the prevailing paradigm (anomalies), are for Kuhn considered to be due to errors on the part of the researcher. It is only when conflicting evidence increases, that a crisis point is reached where a new consensus view is arrived at, generating a paradigm shift.
Popper’s ideas can be said to be prescriptive while Kuhn’s are more descriptive. Both originated from reflections on the natural sciences. For this reason we mention another model, originating from the social sciences, proposed by Van der Veer Martens and Goodrum (2006)Van der Veer Martens 和 Goodrum (2006). This model has three types of factors: empirical factors, socio-cognitive factors and theoretical factors. The first and the last type have two aspects each so that there are in total five factors.
Concretely, these factors are related to the following questions:
•
Applicability (the first empirical factor)
Does this theory apply to a wide variety of phenomena?
How salient are the phenomena? Or stated otherwise: How important are these phenomena?
•
Constructivity (the second empirical factor)
Is this theory constructed so as to facilitate its testing or replication?
•
Accessibility (the only socio-cognitive factor)
How easy is this theory to understand and utilize?
How important is it to the discipline as a whole?
What types of publication channel have carried it?
How else has this theory been communicated?
•
Connectivity (the first theoretical factor)
How does this theory fit into existing theoretical frameworks?
Can this theory generate a new theoretical framework or new uses of earlier theories?
Although presented as a model for theories in the social sciences, we think that its applicability goes beyond the social sciences and hence can be applied to many other fields of investigation.
We note that the term science科学 is also used to denote reliable and teachable knowledge about a topic, as in library and information science图书馆与信息科学, computer science计算机科学 or public health公共卫生 science公共卫生科学.
Because of increasing pressures and increasing needs for funds, science is, unfortunately, becoming more a race of all against all, instead of a joint human endeavor for the benefit of humanity. Yet, or maybe because of this, scientists form collaborating teams (often international groups) leading to an increase of multiauthored publications. Notwithstanding this caveat, the basic purpose of scientific research is still to benefit the community at large by trying to know the unknown, explore the unexplored and create awareness about new research findings.
A relative newcomer in the realm of science is the citizen scientist and the terms citizen science or crowd science. This term refers to amateurs or networks of volunteers who participate in a scientific project, usually by collecting or analyzing data. It is a form of public participation in the scientific enterprise事业. It is said that such participation contributes positively to science-society-policy interactions and is a form of democratization民主化 of science. Newer technologies, often computer related, have increased the options for citizen science.
Following the footsteps of movements like open source, open science开放科学 is a movement that aims to make research and research output more accessible. By making data, software and publications openly accessible, researchers can increase the transparency and replicability of their research, both for colleagues and a wider audience. As such, open science and citizen science are related in bringing science to the general public.
4.3 Research on tacit/embodied knowledge in the West4.3 西方关于默会/具身知识的研究
Literature on tacit and embodied knowledge具身知识 has increased during the last three decades in the West. Previously, embodied/tacit knowledge and skills were not a major topic of philosophical inquiry. 然而,自20世纪80年代以来,sociologists社会学家 of science and technology realized the critical roles played by tacit knowledge and skills in scientific and technological research, teaching, and knowledge production with significant results. Insight into the various forms of embodied/tacit knowledge and skill in biomedical practice such as prenatal care, occupational therapy, nursing practice, surgical operation, has been provided. Research into knowledge management and research policy has also contributed to the understanding of the critical role of tacit knowledge and skill in technological design and knowledge as well as skill transfer and transmission.
Sociologists of science and technology have adopted Polanyi's concept of tacit knowledge.
Knowledge that is “imperfectly accessible to conscious thought” [Nelson and Winter, 1982, p. 79] yet will show its presence in the success of our performance using that knowledge. Using Polanyi's own famous example, he argues that a skilled swimmer are often unaware of the fact that keep one's lung full of air will enhance one's buoyancy while swimming yet will automatically do this while swimming.
Knowledge that is difficult or impossible to communicate to others with symbolic forms such as spoken/written language, or picture to successfully execute an action, even when full self-awareness is achieved. That is, one has to perform the knowledge or skill in order to convey it to others. This is the knowledge that is shared by the master with his apprentices or the “learning by doing” kind of knowledge where observation, imitation, correction and repetition are the essential modes of learning [Polanyi, 1966]. In other words, tacit knowledge could only be acquired and communicated through experience.
(Gertler, 2003, pp. 77-8)
For sociologists of science and technology, the tacitness of knowledge has significant implications for our understanding of process in scientific and technology research, training, and learning, and most importantly on the decision making process决策过程 whereby tacit knowledge functions implicitly. The most distinctive characteristic of such tacit/embodied knowledge and skill is its implicit nature as convincingly argued by Polanyi
The analysis of a skilful feat in terms of its constituent motions remains always incomplete. There are notorious cases, like the distinctive ‘touch’ of a pianist, in which the analysis of a skill has long been debated inconclusively; and common experience shows that no skill can be acquired by learning its constituent motions separately. Moreover, here too isolation modifies the particulars: their dynamic quality is lost. Indeed, the identification of the constituent motions of a skill tends to paralyse its performance. Only by turning our attention away from the particulars and towards their joint purpose, can we restore to the isolated motions the qualities required for achieving their purpose.
Research on embodied knowledge in medical practice医学实践 is more specialized. Like sociologists of science and technology, medical researchers highlight the inexplicability of tacit knowledge. Schell and Schell [2008, p. 71] tell an illuminating story of gaining embodied knowledge as occupational therapists:关于医学实践中具身知识的研究更为专业。
I remember being told that spasticity was a function of abnormal muscle tone, and could be detected by rapidly stretching the affected muscles. If the person had spasticity you would detect a “clasp-knife type of catch and release.” I confess that I had no idea what that meant. It wasn't until I started working with individuals who were recovering from brain injuries that I actually felt spasticity (i.e., used my own sense of touch and proprioception to gauge the muscle tension and release of that tension). Then I understood what was meant. Over time I learned to feel the difference between spasticity, rigidity, and other muscle problems, as opposed to tightness in joints capsule. This in turn led me to think about activity possibilities and limitations in different ways as I worked with the person to increase his or her functional abilities.
Such embodied knowledge involves all sensory faculties.
For instance, therapists working with individuals with persistent mental illness will notice if a client has body odour or smells as if he is not keeping up with his personal hygiene. This becomes a clue to explore what is going on in terms of his bathing and laundry routines. Therapists working with young children with sensory processing problems and attention deficit syndromes will see the child move his body, hear the change in the child's rate and quality of speech, and interpret from these cues that the child is becoming agitated by sensory overload. This prompts the therapists to introduce calming strategies or to teach parents how to manage the child's environment to avoid sensory overload. [Schell and Schell, 2008, p. 71]
[Schell and Schell, 2008, p. 71]
They also emphasise the embodiment of the tacit knowledge, i.e., the existential aspect of knowledge, that is, how the body/mind experiences it when acquiring such knowledge. For example, for nursing practice, the embodiment of the knowledge manifests in patients unique understanding of their bodily function. Wild [20032003, p. 172] noticed that patients with a urine catcher linked recurring tract infection with disrupted urine flow and pay close attention to their urine flow and drinking more water to insure urine flow.
Medical anthropology医学人类学 also explicitly reflects on the significance of embodied knowledge in medical practice. Gordon [1988Gordon [1988, p. 269] points out that “much of clinical and practical knowledge is ‘embodied’ knowledge — knowledge sensed through and with the body. This includes senses of sight, sound, touch, smell”. Cassell [19981998, p. 32] argues that being a surgeon is fundamentally “a physical proficiency.… [L]ike sports and the performing arts, surgery is based on body learning, body knowledge. … One masters these skills by doing, not talking”.
However, although the embodied knowledge is acknowledged by such researchers of Western medical practice, the significance of such knowledge is marginalized and ignored in accepted clinical decision-making processes. Instead, clinical decisionmaking is believed by practitioners to be exclusively based on evidence acquired through instruments, i.e., data from biochemical生化 tests. Randomised-controlled trials and truth-preserving logical reasoning justify such techniques. Ellingson [20062006, p. 301] argues that the mind-body dichotomy二元论 means that knowledge has to be disembodied, that is, the body of the researcher should not be involved in any way in the process of generating knowledge, let alone should it become the main source of information for clinical decision making决策:p. 301] 认为,身心二元论意味着知识必须是脱离身体的,也就是说,研究人员的身体不应以任何方式参与知识生成过程,更不用说成为临床决策的主要信息来源:
Research reports typically are written following strictly social scientific or medical conventions, in which the author's agency is obscured via passive voice (e.g., “the data were collected') or represented through a sanitized “I,” who reports having taken actions without describing any details of the body through which the actions were taken.
Information acquired via a human body's sensory faculty is rejected as evidence because it is regarded as subjective and unreliable.
The aim of medical discourse is always to eliminate or control the purely personal and subjective, whether its source be patient or physician, so that the physical anomalies that characterized illness can receive the attention their successful treatment requires. Illness is a subjective experience, and the examining physician faces the task of translating it, locating the malady in the medical universe and conveying its characteristics and their meaning to others who know the medical language well … All case presentations seek to turn an individual physician's interpretation of the patient's subjective and private experience of illness into an objective, scientific — or, from another viewpoint, a reliably intersubjective and medically recognizable — account of disease.
In other words, information that supports a diagnostic诊断 and therapeutic decision ought to be scientifically reliable and objectively measurable. As shown by sociologists and medical anthropologists, embodied knowledge and skills play an essential role in clinical practice. However such knowledge and skill are not sufficient to The medical profession专业 must rely on test results测试结果 that do not contain ‘purely personal and subjective’ information.
Knowledge is now widely acknowledged to be a source of competitive advantage, and a great deal of attention surrounds knowledge management research and practice. We believe that creating knowledge through the synthesis of tacit and explicit knowledge is more important than managing knowledge (explicit knowledge). Nippon Roche has made it clear that organizations can benefit from recognizing the power of tacit knowledge, creating knowledge through capturing the HQTK embedded in people, making it explicit, and incorporating synthesized knowledge into key organizational activities.
We know that individuals create knowledge through collaborating with others in groups/teams in an organizational context. In today's competitive and complex business environment, helping individuals to achieve their full potential and contribute new knowledge is a critical management issue. Although coaching, mentoring, and storytelling are receiving increasing attention from KM researchers and practitioners, alone these techniques are not enough to ensure the creation of knowledge.
Through introducing the SST project, Nippon Roche facilitated the knowledge spiral (the SECI model), implemented the concept of Ba (the SST project), and exploited knowledge assets (skills and experiences of the high-performing MRs) to create new knowledge. The outcome of the SST project went beyond sales process innovation at the project level. It contributed to continuous innovation at an organizational level. In our view, recognizing the power of tacit knowledge and making efforts to create knowledge through capturing HQTK, synthesizing tacit and explicit knowledge, and incorporating the synthesized knowledge into corporate activities, distributed leadership and collaborative efforts among the people involved have contributed to continuous innovation at Nippon Roche.(SST项目),并利用知识资产(高绩效医药代表的技能和经验)来创造新知识。
The key lessons for researchers and practitioners in the field of knowledge management are quite simple: just managing knowledge (explicit knowledge) by using existing tools and techniques is not enough for continuous innovation. Organizations seeking continuous innovation must recognize the power of tacit knowledge, make efforts to capture HQTK, synthesize tacit and explicit knowledge and incorporate synthesized knowledge into key organizational activities. They also must nurture and facilitate knowledge activists to play distributed leadership roles as synthesizers of knowledge. In short, to enhance competitive advantage in today's rapidly changing business environment, organizations must recognize the power of tacit knowledge and make efforts towards creating knowledge, rather than just managing it.
